The vector of technology transfer in the public
sector typically goes through public managers. How these managers view their
priorities, assess technology options and strategies for adoption, integrate
technologies with their organization, develop new technology policies and
evaluate the results often shape the form that digital governments take.
This BOF session will discuss the need for new research (e.g., into how
public managers view the adoption of information technology, its use, and
its incorporation into the organizational culture) with the idea of potentially
identifying ways to move beyond the “folk wisdom” of public
managers as champions of or barriers to technology development in the public
sector. |
