Digital Government Research Center

DGRC brings together a strong team of researchers and developers from the University of Southern California¹s Information Sciences Institute (USC/ISI) and Columbia University¹s Computer Science Department, with affiliations with several Government agencies and other research centers around the country.
DGRC researchers field interests and experience in databases, human-computer interaction, natural language processing, knowledge representation, data mining, and other areas of computer science and information systems. The center¹s mission is research in the design and development of advanced information systems with capabilities for generating, sharing and interacting with knowledge in a networked environment. DGRC provides projects performed under its auspices with the following:

1. Direction: Ensuring all necessary research issues are addressed, enforcing adherence to standards, and managing development of coherent pilot projects.

2. Coordination: Avoiding duplicated or nonessential research, and developing shared infrastructure.

3. Visibility: Generating the attention necessary to attract future candidates for influential pilots.

4. Sustainability: Guaranteeing that pilots and deployed systems are maintained and remain accessible beyond the extent of a particular grant or program.


DGRC Activities Include:

Research: As its initial research emphasis, DGRC has chosen to concentrate on the immense problems presented by the vast amounts of statistical data required and already being collected by government agencies. There are seventy agencies in the Federal government alone that are presently involved in collection and dissemination of statistical data (see http://www.fedstats.gov). In its initial efforts DGRC is working with the Bureau of the Census, the Bureau of Labor Statistics (BLS), the Energy Information Administration (EIA) and the National Council on Health Statistics (NCHS). DGRC is investigating various aspects of the problem of public dissemination of disparate and nonhomogeneously represented data in a single, standardized way. Its Energy Data Collection (EDC) project exemplifies this approach.

Conferences: DGRC has taken an active role in helping bring about a new community of people interested in the problems of Digital Government, including government employees, researchers, users, and the commercial sector. In 2000 it organized dg.o 2000, a workshop in Digital Government. Since 2001 it has organized the National Conferences on Digital Government Research.

Outreach: DGRC supports the NSF digital government community building among Federal agencies and Researchers by hosting and operating the consortium¹s web site (http://www.digital government.org).
